Job Summary
Data Management and Middle-Tier Services (DMS) provides three key lines of service: DMS Consulting Services, Database Administration, and Middle Tier Administration.
DMS Consulting Services is the first point of contact to internal ITS teams for projects that require DMS, such as advice and solution provisioning in data architecture, data/database analysis, design and build, Oracle and MS SQL Server Database Management software applications, Oracle Application Server software applications, IBM WebSphere/MQSeries, and DMS software upgrade planning.
Database Administration provides technical support and ongoing maintenance of the Bank’s databases (such as P8, Findur, SATS, UCBS, HABS, MEDR, and TBNS) and the underpinning Oracle, DB2, and MS SQL Server Database software applications.
Middle Tier Administration provides technical support and ongoing maintenance of the Oracle Application Server and IBM WebSphere/MQSeries services used by Business Applications, as well as enterprise system administration of the Oracle platform.
Under the direction of the DMS Manager, within the IT Services department, you act as the DMS access channel for all project-related initiatives, which include development work for enhancements. You play a leadership role in marketing and managing DMS. You also manage the portfolio of projects/enhancements that require services from DMS to achieve high-quality client results.
Responsibilities
Contribute to achievement of departmental and service-line priorities and objectives, while adhering to applicable administrative or management processes:
ensure that DMS work is aligned with the yearly ITS entente
provide input to service-line reporting, budgeting, and planning for yearly ententes and medium-term direction
support staffing and recruitment activities to ensure a high-quality workforce
Manage DMS Consulting Services delivery:
formulate, document, and gain agreement on the DMS statement of services for the DMS contribution to the overall project plan, which includes the technical approach to be used, deliverables, resource requirements, and budget allocations
provision or provide project management: plan, monitor, and control the DMS aspects of service delivery; assess progress according to project plan and revised work assignments as needed
provide the required resources and/or external consulting services to ensure that the consulting team’s services continue to meet the evolving needs of the Bank, and maintain the team’s operational procedures
Manage relationships with internal clients (ITS partners and business users for DMS) Consulting Services:
build and maintain the relationship with partner ITS service lines, maintaining a strong channel of communication with clients to keep them informed, and facilitate resolution of conflicts and issues
market and promote ideas, services, and solutions
manage the partnership and associated contract arrangements with software vendors and consultants participating in assigned projects
Manage work effectively in a team environment:
plan, delegate, and review work of team members, ensuring that service commitments, goals, and objectives are achieved
provide coaching, guidance, and advice to develop team members and foster an environment that cultivates teamwork
deal with team-member conflicts
provide on-call support as required
Screening Criteria
bachelor’s degree in a relevant technical discipline and a minimum of ten years of work experience in information technology, application development, and systems integration
or
college diploma in computer science and a minimum of twelve years of work experience in information technology, application development, and systems integration
linguistic requirement: functional in second official language

proven coaching experience and the ability to transfer skills and experience to database administrators

Assets
Project Management certification
applied knowledge of ITIL practices
applied working knowledge of concepts related to data architecture, metadata management, and database management
project management experience involving high-availability development of applications using the Oracle 10g software product stack for J2EE
project experience using practices of Unified Modeling Language (UML) and Rational Unified Process (RUP)
experience working with and supporting Java developers on J2EE projects for development and enhancements
project experience involving integration with Oracle application server with LDAP services and/or middleware software using IBM WebSphere/MQSeries
