Start Date: August 1, 2007
2 year leave replacement (August 1, 2007 - August 31, 2009)

INTRODUCTION
The Canadian Council for International Co-operation (CCIC) is a coalition of Canadian voluntary sector organizations working globally to achieve sustainable human development. CCIC seeks to end global poverty, and to promote social justice and human dignity for all.

The Communications Team, one of three program teams, is responsible for facilitating, networking and information sharing among the membership and for providing services and products to assist CCIC and its members to raise awareness of international cooperation issues and to build public and political support for the elimination of poverty. The team also participates in developing and facilitating CCIC membership and capacity building strategies.

POSITION SUMMARY
Under the direction of the Deputy Director, the Coordinator of the Communications Team is responsible for the planning and implementation of the Council's communications programs. The Coordinator provides leadership to the development of the government relations' strategy of the Council and is one of its key implementers. The Coordinator manages the provision of communications support services, including writing, editing, translation, graphic design, publications, website and special events and supervises a team of communications professionals. The Coordinator provides leadership and support to a cross-team effort of the Council to enhance member capacity in areas of government relations, campaigning and the media and contributes to the overall functioning of the Council as a member of the Program Committee Team (PCT).

JOB DUTIES AND RESPONSIBILITIES

1. Provides leadership to, facilitates and coordinates the team's efforts to achieve its program mandate:

Maintains an overview of all the Communications activities of the Council;
Monitors and analyses trends and issues relating to international development and voluntary organizations;
Leads the process to develop and assess an appropriate Communications program direction and strategy in collaboration with the Secretariat and membership;
Coordinates, in concert with the PCT overall programming process, the preparation, implementation and monitoring of long term and annual strategies and plans;
Provides regular program reports (oral and written) on the work of the Communications Team.
2. Provides leadership and support to the Council's government relations' strategy and coordinates the work of CCIC's government relations' team:

Works closely with the CEO's Office and the Policy Team to develop the Council's government relations' strategy. Key tasks include: proactive parliamentary outreach and networking; maintaining contact and relations with government officials and parliamentarians; the provision/coordination of strategic and logistical support for CCIC meetings; liaison with government; monitoring and analysis of the government policy-making environment in areas of priority for the Council.
Organizes and supports CCIC member-led initiatives with parliamentarians;
Provides communications support services to government relations' initiatives.
3. Provides leadership and identifies opportunities for members' capacity building:

Provides leadership and identifies opportunities for members' capacity building in the areas of media, government relations and campaigning, in close collaboration with CCIC's program teams;
Coordinates annual meetings between members and members of parliament;
Accompanies members with a "Learning by Doing" approach, in media, government relations and campaigning activities
Collaborates with the Organizational Development team in conceiving and developing capacity building opportunities and tools for members.
4. Provides Support to Special CCIC Campaign Initiatives (such as Make Poverty History (MPH)):

Ensures consistency and synergy between special initiatives and CCIC's regular communications and government relations program.
5. Facilitates financial and human resource administration and development within the Communications Team:

Ensures appropriate program budget development and monitoring;
Identifies potential funding sources and oversees the preparation of funding proposals;
Participates in the development of a staffing (recruitment and selection) strategy for any team vacancy and chairs/participates on selection committees as appropriate;
Ensures new team members receive an orientation to CCIC and to the mandate, work activities and systems of the Communications Team;
Supports team members in executing their work plans and in problem solving around work-related matters, as needed;
Ensures a team work plan is developed and reviewed semi-annually;
Facilitates the process for the completion of annual performance reviews;
Contracts and manages volunteers and consultants retained by the Communications Team.
6. Contributes to the overall functioning of the Communications Team and Council as a whole:

Attends and contributes to the PCT;
Prepares regular reports for various purposes within the Secretariat;
Briefs the Board on Communications related activities and staffing and briefs board committees as required.
REQUIREMENTS
Education/Experience

University degree in Communications, Journalism, Public Affairs or equivalent;
A minimum of 5 years relevant work experience including strong experience in developing and implementing communication and advocacy strategies;
Experience working with voluntary organizations, particularly wit
membership organizations and coalitions;
A proven participatory workstyle; capacity to work in a self-directed manner and to provide leadership to a team process and collaborate with others in a team setting;
Strategic thinking and problem solving in situations involving cross-section of people including staff and representatives of other organizations;
Experience in the production of print and electronic public awareness materials.
Skills

Excellent communications skills including the ability to communicate ideas and to engage and advocate around a variety of complex topics;
Bilingualism in Canada's official languages (written and spoken is essential);
Tact, diplomacy and an ability to communicate effectively with people holding different viewpoints;
Excellent interpersonal skills, including sensitivity to gender and cultural diversity;
Strong computer skills and the ability to support staff responsible for web strategies;
Willingness to take initiative and be flexible.
Knowledge

Thorough knowledge of the Federal government policy making-process, the functioning of Parliament and the work of the Canadian foreign policy community;
Sound knowledge of several aspects of international development;
Capacity to obtain very quickly a clear understanding of the Council's mandate and its key policy-related goals in the area of foreign aid and international trade.
