The CBC Pension Fund located in Ottawa manages over $3.6 billion in a diversified portfolio of investments ranging from Canadian and foreign equities to bonds, real estate, private placements, infrastructure, hedge funds and short-term investments. These assets are managed both internally and externally.

The CBC Pension Fund invests in traditional asset classes, private equity products, infrastructure investments and hedge fund investments both internally and by the selection and monitoring of external fund managers.

Reporting to the Secretary/Treasurer, you will develop and maintain risk management practices and investment information systems that support the achievement of the Pension Fund's mandate and comply with policies, procedures and regulations. A self-motivated, pragmatic individual able to keep abreast of industry developments, trends, approaches and tools and the implications and opportunities they present for the Pension Fund's operations and continued success, you will act as an advisor to the Fund's senior management team. Additionally, you will plan, organize and direct the overall risk management and investment information systems components of the CBC Pension Fund in order to meet investment and operational risk management requirements, as well as governance and compliance requirements of the CBC Pension Board of Trustees and senior management of the Fund. This position involves travelling 5 to 10 days per year.

Based in Ottawa, you will:
research, develop, document and apply investment and operational risk management policies, standards, practices and procedures
develop measuring, monitoring and controlling techniques to ensure that risks are identified, understood and acceptably mitigated
conduct periodic reviews of written policies, definitions, guidelines and other investment documents vis-à-vis significant market events and/or changes in investment strategy
ensure the consistent application of risk policies across the Fund, manager groups and similar asset classes
evaluate investment risks and participate in investment management meetings
compile risk monitoring, compliance and exception reporting, and ensure that Executive management is informed of any variance to policy
ensure compliance with published policy and permitted investments
lead the analysis and periodic review of key risks
analyze the performance of the Fund's overall liability driven investment strategy
monitor and evaluate the risks and effectiveness of the interest rate hedging derivatives portfolio
direct the development, and oversee the operation of the Fund's investment management information systems
act as a project Director for major initiatives and periodic updates/releases related to computerized systems applications
oversee the operation of the Fund's electronic and paper-based filing systems
conduct special studies or projects, as assigned, from time to time
provide advice and counsel to the Managing Director/CEO and Secretary/Treasurer of the Fund on risk management and systems issues
supervise the Manager, Investment Information Systems and Clerk Administration
educate management and staff about relevant risk management and technology trends

Qualifications
As the successful candidate, you will bring to the role:
a degree in Business Administration, Finance, Accounting or Computer Sciences (postgraduate qualifications, such as a master's degree, CFA, CA, CMA or CGA, are preferred)
5 to 7 years of management experience in a financial institution environment, dealing with risk management, quality improvement, and compliance
a mastery of English, both oral and written (knowledge of French would be an asset)
excellent written and oral communication skills
sound knowledge of investment management and risk management concepts, tools and techniques
knowledge of investment products, including bonds, equities, derivatives, etc.
familiarity with the design and development of data-processing systems applications, as well as project management concepts
good conceptual thinking skills and the ability to address issues/problems and opportunities through a well researched approach
strong quantitative and analytical skills
the capability to prepare and present reports and proposals of a complex nature to senior management and the Board of Trustees
